Principal
John has over twenty years of experience in health care and the audit and investigation of various government activities and programs. He has broad experience in the direction of forensic, financial related and operational audits in his experience with Parente Randolph and former capacity as supervisory auditor for the Department of Health and Human Services, Office of Inspector General. John has experience with academic medical centers, national and regional clinical laboratories, a national retail drug chain, hospital systems, managed care organizations, nursing facilities, physician practices, durable medical equipment prosthetic and orthotic suppliers, social service/behavioral health agencies, and health care contractors. His responsibilities include the direction of healthcare forensic and compliance engagements, revenue cycle analysis, claims reviews, strategic analysis, and educational programs. John’s experience is summarized as follows:
Performed, directed, and managed compliance engagements including both voluntary and those mandated under corporate integrity agreements. Compliance engagements have included operational and performance reviews of general compliance, administrative and information systems, claims analysis, and all aspects of the revenue cycle. These engagements have required determining whether entities subscribed to the provisions of corporate integrity and settlement agreements involving billing, coding and documentation guidelines, training and education requirements, oversight and infrastructure development and implementation, written standards of conduct, policies and procedures, auditing and monitoring, communication mechanisms, corrective actions, sanctions checks, etc.
Performed auditing/investigative services in criminal and civil litigation matters involving Medicare and Medicaid fraud and abuse, theft by deception, controls over controlled substances, and alleged civil rights violations.
Supervised the forensic financial and claims analysis of physician practices, clinical laboratories, hospitals, managed care organizations, social service agencies, and health care contractors. During John’s career with the Office of Inspector General, he coordinated the investigation of hospitals in seventeen states involving laboratory billings.
Served as Regional Training Coordinator for the Office of Inspector General. His duties included the coordination of all professional training programs for Region III (Mid-Atlantic) OIG auditors.
Performed and managed coding reviews to assess the propriety of operations and the billing of services and items to the Medicare and Medicaid programs using various statistical designs.
John is currently a participant in the firm’s Leadership Development Program entitled LEAP (Leadership, Entrepreneurism and Achievement at Parente Randolph).
Education
John received a B.A. from Temple University in 1982. He has supplemented his education with numerous accounting, auditing, and management courses and seminars as prescribed by generally accepted governmental auditing standards, Certified Public Accountant licensing requirements in Pennsylvania and the Bylaws of the Association of Certified Fraud Examiners.
